Lately i keep seeing the soup kitchen tells some people they CANNOT have a go plate until a quarter till one because that's the rule. THEN THEY TURN AROUND AND GIVE PLATES OUT ( 2 or 3) at 1210 or 1215 to the people they "like". that's not right.
